The Civilian ChibiChibi first arrives in the Stars Arc. When she comes down to earth, she discovers an incense burner, which was hiding Princess Kakyuu. When Usagi meets the little tot, ChibiChibi had successfully hypnotized her family into believing that she was Usagi's little sister. At first, many of the senshi speculate that ChibiChibi might be Usagi's second child from the future; however, Neo-Queen Serenity only had ChibiUsa. They also guess that ChibiChibi might be ChibiUsa's daughter who might've gotten excited when she heard stories about the 20th century. Either way, ChibiChibi doesn't seem harmful, and she always comforts Usagi when she starts to feel down. And you guessed it, the only words she can say is "Chibi Chibi". In the manga they discover that ChibiChibi can speak properly.

image The Soldier: Sailor ChibiChibi
The Soldier When ChibiChibi morphs, she becomes Sailor ChibiChibi. She wears a fuku that is similar to Eternal Sailor Moon's uniform and she carries a rod that has a heart adorning its top. ChibiChibi has many powers that seem to have no origin, and most soldiers within our planetary system are named after their mother planet. And although she does not have any attacks, she was able to restore Sailor Moon's eternal tier and was able to stave off Galaxia when she came after Usagi in Tokyo. When they travel to Zero Star Saggitarius, she urges Sailor Moon to destroy the Galaxy Cauldron so that wars could end. But Sailor Moon urges Sailor ChibiChibi to not give up on their future, and to believe in their friends. With new strength and courage, ChibiChibi recognizes Sailor Moon's words and kindness. She then reveals her true form.
